[July 26th, 2006] Portland Police Officer Joseph Sharpe says rogue isn't quite the right word for this week's subject of public shaming. "I'd have other choice words for this sort of person of the week," Sharpe says. "I guess rogue will do for a family paper."

That's right. A family paper.

Our Rogue is Marcelino De Jesus Hernandez , a man who can't seem to break a bad habit.

At 10:30 am on June 16, police received a complaint about a man matching De Jesus' description pleasing himself with both hands in the bushes in North Portland's Pier Park near the adjacent Ridge Crest Timbers apartments. By the time officers arrived, the man was gone. A second call came in later that day, from a mother who spied the man pleasing himself while watching her children play. Again, the man slipped away. Finally, at 7:30 that night, the mother glimpsed him again and called police, who found De Jesus, drunk and leaning against a tree in the park.

He was identified by the mother and children, and booked into Multnomah County Jail on charges of indecent exposure. He was released the next day because of overcrowding.

One week later, another call summoned officers to the apartment complex—at the same apartment where De Jesus said he lived. A man had been seen masturbating on a balcony overlooking a plastic swimming pool full of children. When the arresting officer asked De Jesus if he understood his rights, he said, in English, "Yeah. Fuck you."

As for De Jesus, he was released once again because of overcrowding at the jail on the Fourth of July. He is expected in court next month to face two sets of charges for indecent exposure.
