Measure 64: Payroll Deductions

Vote: No

BY WW EDITORIAL STAFF | 503-243-2122

[October 15th, 2008]
What’s the fuss: Bill Sizemore despises public-employee unions.

What’s the fix: Weaken unions by making it more difficult to collect dues they use for politics.

Here’s the deal: Public-employee unions, particularly SEIU, AFSCME and the Oregon Education Association, wield enormous power in Oregon. Their power comes from their ability to mobilize their combined 116,000 members and pool their money, which unions collect through payroll deductions.

In 1998 and 2000, Sizemore put similar measures on the ballot. We said voters should reject his proposal then. Nothing’s changed.

This measure continues to be something of a solution in search of a problem: Union members can already opt out of deductions; and Sizemore has yet to prove that large numbers of them are being forced to allow deduc tions to be taken from paychecks against their will.

There’s also an equity issue here. Private-sector union members and employees commonly use payroll deductions, so to prohibit public employees from doing so would constitute separate and unequal treatment. We’ve raised concerns elsewhere in this set of endorsements about the power that public-employee unions have over Democrats, and thus this state. But this is not a fair way to check that power.

I find it fascinating that such attention is paid to public employees' unions and their power when in balance it does not compare to lobbyists from corporations. Hence the incredible drain on jobs leaving Oregon and the U.S. It isn't the 9% of unionized organizations in the public sector that are causing the high cost of living...

It's my understanding that the measure is so broadly (or vaguely) written that it would also block payroll-deducted donations to other non-profits and charities - like the United Way and Oregon Food Bank - not just to unions. Is this the case??

I would feel a lot better if Tom Sizemore were writing some measures.

Once I earn the money and it goes in MY pay check; it's MINE not YOURS. I don't care if you pay taxes; I pay taxes too. I can do with it as I see fit and no one should have the right to tell how I spend it.

I can't believe I've spent another year wasting time to find out the latest attempts to SizemOregon. That's hours I can't get back only to confirm the stupidity of this man who's become a diversion of my attention I could better spend with my child or getting a root canal. From now on if it even has a whiff of Bill on it I'm voting against it. There's nothing he can throw at the ballot that will come close to Shakespeare and I'm willing to take that chance regardless of the broken clock rule. There is one thing he's done though. I've taught my daughter what a maroon he is. She gets to start voting soon too and already knows to fill in the "No" circle once she's hip to who brought the election filler to us.

As a Afsme member, I really resent the bite my union takes out of my check every month (~2%)to make political contributions. I would much rather make my own contributions in an open, transparent environment.

I recently took the "opt out" option which amounted to about 20% of my dues being re-imberced. Given the fact that our due recently went up 75% to pay for this election and all the tv adds for obama, merckley and no on 64, I think their accounting is way off.

I am happy this is passing and look forward to talking to HR, about investigating the true amount that is going to political causes and hopefully further reducing my forced contribution.

If the Union was open about the issue, such as polling members, having votes, disclosing donation information, I might think differently.
