WINNERS
1) In a departure from the carnage
of years past, the Rose Festival Fun Center went
unmarred by chalk outlines of bodies this year. This represents
a welcome setback for those who've suggested renaming the
Waterfront Park attraction the "Knife and Gun Center."
2) Sunday's 25th annual Gay Pride Parade was
a roaring success, drawing a record 130 float entries and
showing how far Portland's gays and lesbians have come in
the past 25 years. Police Chief Mark Kroeker made a smashing
debut, though he lacked a tiara and insisted on keeping
his shirt on.
3)Big score for the dazed and confused.
The Oregon Health Division decreed that marijuana can now
be used legally to treat agitation caused by Alzheimer's
disease. Now if only Grandma could remember where she left
her pipe...

LOSERS
1) The State Board of Education did kids a
disservice by voting to uphold the Certificate of Initial
Mastery, rejecting a proposal by Superintendent of Education
Stan Bunn. Bunn's plan, which enjoyed the support of school
boards, teachers and administrators, would have reduced
the importance of the CIM and eased the system's crushing
emphasis on standardized testing.
2) Parkrose school board member and alleged
teen stalker Jennifer Young got a vote of no-confidence
from fellow board members who called for her resignation
this week. No wonder: Earlier this month Young was arrested
for pepper-spraying a student after mistaking her for a
prostitute.
3) Mr. Initiative Bill Sizemore and Oregon
Taxpayers United were clobbered June 15 when Kelli Highley,
an OTU secretary, was indicted in Marion County for forgery.
Prosecutors say she submitted false signatures on petitions
for Sizemore's federal-income-tax deductibility initiative.
