Measures May Hurt More Than Help
I'm a college-educated, unskilled, over-50 worker living on a poverty-level income, and I see problems not being discussed:
1) The presence of income tax-free Washington across the Columbia affords a tax arbitrage opportunity made only more appealing by 66 and 67. I forecast a long-term net loss of revenue and jobs for Oregon due to move-outs by high-income individuals and businesses.
2) Utilities will pay large and are guaranteed to pass along the costs to consumers. While I live at poverty level, I pay half my income plus high utilities (energy efficiency in an older rented dwelling is a bitch) to rent a room in an older house with several other people. Because one person in the house has a lower middle class income, nobody is eligible for energy assistance.
I need all the job opportunities I can get and I'm unwilling to sign up for larger utility bills.
