The state Government Ethics Commission tomorrow will consider granting leniency to Portland Public Schools,
which failed to submit its quarterly expenditure report on time for any lobbying efforts between Oct. 1 and Dec. 31, 2009, when the district didn't technically employ a lobbyist.

The staff recommendation from the ethics commission, which meets in Salem on Friday, is to issue budget-strapped
PPS a "letter of education."
