As bankers auction off South Waterfront condo towers and the City of Portland schemes to restart construction on developer Tom Moyer's downtown office building, The New York Times reports the town of Cannon Beach is proposing to build a $4 million tower that would shelter up to 1,000 people in the event of tsunami.
