Mayor Sam Adams today released his budget memo

The news Tuesday comes a day later than expected
. The mayor's memo to his City Council colleagues singled out the Portland Police Bureau, already battered by recent events, as having overspent its budget by "up to $5 million" but offered no explanation for how that happened or why the city's financial planners didn't intervene sooner. Adams also said other city bureaus have spent a higher percentage of their budgets. But those bureaus weren't identified.
Tuesday's memo also says the city's revenue from business license fees is excepted to fall $2 million to $4 million below forecast.
