An Alternate Theory On Last Week's Anti-Police Demonstration

Here's a theory from the counter-intel files about some of the demonstrators in the downtown protest last week — somebody believes the Black Bloc participants were actually undercover foils helping the Portland police to practice crowd control techniques.
