Among the jobs that Superintendent Carole Smith cut was one full-time position for a senior program manager in the district's facilities department. That job belonged to Doug Capps, a long-time district employee who was also once a Portland School Board member.
Well, that cut didn't last long. The school district rehired Capps as a part-time employee earning about $18,000 a year. That's down from $87,000 when he was a full-time employee who also got benefits, which brought his total compensation last year to $115,000, according to the Oregon Capitol News salary database. His job now is the equivalent of 0.2 FTE.
In other comings and goings, Catherine Diviney, a former energy specialist with the school district who helped PPS reduce energy costs, took a similar job in West Hartford, Conn.
