Former city commissioner Charlie Hales
and Rep. Jefferson Smith
appear headed to a runoff in November in the race for Portland mayor.
As of midnight, Hales has a comfortable lead with 38 percent of the vote, followed by Smith with nearly 30 percent. Businesswoman Eileen Brady has slightly less more than 23 percent.
Only the top two finishers go on to the general election in November.
The remaining 20 candidates on the ballot are pulling about 8 percent.
