A civilian oversight board will review an Internal Affairs investigation of Officer Jason Lobaugh, who is facing allegations that he threatened his ex-wife and her new husband.
Lobaugh's ex-wife, Laurie Grant, filed the complaint last November, alleging that Lobaugh came to her home in Clackamas County repeatedly and tried to take their son outside of the time he was allowed in a court-ordered parenting plan.
She said Wednesday night he threatened violence, and she filed the complaint because she was scared.
"I filed a complaint because I was afraid of my situation that day," Grant said. "It was extremely awkward and horrifying."
WW reported this week that Lobaugh is facing another complaint—from another ex-wife—regarding threatening behavior. Lobaugh is also under Internal Affairs investigation for allegedly tampering with jurors prior to a trial and has racked up 16 tort claims since 1995. Lobaugh was promoted to detective last year; last month, he was returned to his job as an officer.
Internal Affairs reviewed Grant's complaint, as did an investigator from the Independent Police Review division of the City Auditor's office. Both found Lobaugh didn't violate the bureau's directive on professional conduct.
The Citizen Review Committee, a nine-member volunteer branch of IPR, voted unanimously to hear an appeal by Grant of those findings. The meeting is set for Dec. 4.
