It wouldn't be the holiday season without the Oregon Department of Justice telling us which charities in the state rank as the worst.
Attorney General John Kroger released his annual list Wednesday, and the No. 1 bad actor, he says, is a familiar one: Shiloh International Ministries. The California-based charity spends just 3.2 percent of the money it collects on providing services. The rest goes to overhead, salaries and fund-raising expenses.
Shiloh topped last year's list, too.
The AG bases the list on how much of each charity's donations go to charitable purposes. Many on the list claim they are help veterans, people with cancer and law enforcement organizations.
