The Jewish Federation of Portland settled $1200 in fines with the state's Standards and Practices Commission Friday, after being under review for incorrectly filing an expense report related to a trip to Israel with Oregon legislators it sponsored in 2005.
The trip, taken in November 2005, included Rep. Karen Minnnis (then Speaker of the House), Senators Ryan Deckert and Bruce Starr and State Treasurer Randall Edwards. The Federation covered the travelers' food, lodging and travel expenses, totaling about $4000 per person.
Regulations require that organizations report every instance when more than $71 is spent for the benefit of Oregon legislative or executive officials. However, the Federation did not file the expenses for the trip until submitting an amended copy of its 2005 Annual Expenditure Report in Nov. 2006, almost a year after the official deadline. The Federation also initially failed to provide evidence of written notices sent to the four government officials who travelled to Israel, though it has sent new notices to all parties in the time since the case came under review.
