Superintendent Recommends No Boundary Changes in Northeast Portland

Carole SmithPortland Public Schools

Portland Public Schools Superintendent Carole Smith has backed off plans to redraw the attendance boundaries around Sabin K-8 School and Alameda Elementary School in Northeast Portland, bowing to intense pressure from parents who said they were concerned the process to boost attendance at Sabin was too fast.

That means there will be no changes to those schools' neighborhood attendance zones for the 2011-12 school year. However, to help ease overcrowding at Alameda and support Sabin's growth, PPS will give Alameda students who want to go to Sabin guaranteed placement at the smaller school next year.

The under-enrolled middle grades will stay at Sabin for the time being. And PPS will formalize a new process for changing school boundaries, Smith says.

Several weeks ago, Willamette Week called out those Alameda parents who worried aloud that the proposed boundary changes would depress their property values.

It makes sense to wait for the census data and look *holistically* at the District. Assess what's working, underenrolled schools, equity between K-8's and traditional middle school models, and have a State of the Union of sorts on the State of Public Education at PPS. Beth, isn't it time you revisited the K-8's vs. the traditional middle schools? This isn't just about the Eastside--with High school Redesign being implemented in fall 2011, boundary changes, population changes and facility capacity has to be part of the conversation to ensure that every child served by PPS has an equitable education.

Beth - I see you slept in late again.

how about next time attending a PPS meeting and getting some facts, instead of the incendiary comments expected over drinks at a FoxNews convention.  Some facts for your next piece:

1 - the majority of the issue did not have to do with undercrowding at Sabin - you forgot that Alameda is at 103% capacity and Sabin is growing

2- Beaumont was involved as well, the only neighborhood MS in the NE

3 - Oh yeah, PPS stirred this mess, maybe it's worth noting that once again they lack in judgment on how to run a process like this.  I have respect for Carole, making the final call, but her staff should be replace or she should drive some major CIP this year

Add to the complexity the redistricting of families 2 miles away from Alameda that were formerly at Rose City Park, you have a mess that began with Vicki Phillips. PPS needs to look at the big gaping 2 mile hole in the middle of NE Portland where there is no school of any kind. This area is blossoming with families and has only overcrowded schools to which they are assigned. Beaumont needs more than one feeder school. This isn't just about PPS caving (for which they are notorious) but about them acknowledging this issue needs to be dealt with in a more wholistic manner. Time will tell if they will deliver.

Lest we forget, Carole Smith was Vicki Phillips' second in command.  The current mess in N/NE Portland is as much her legacy as Phillips. I'm not convinced she has it in her to admit there is a systemic problem with transfer policies, under-enrolled k-8s and the high school cluster boundaries.

Yes, and the rich white folks once again succeed in keeping their precious Todds and Buffys away from the ethnic riffraff down the road.  Who could have seen THAT coming?

You know, even though Grant is overcrowded, that the privileged ones will be going there rather than with those other children at Madison.

Being white and upper middle class or rich means you never have to worry about loss of racially charged privilege.  It's just always there.

Joe- you are such a one-schtick pony.  Get informed if you are going to weigh in on a topic.  The Sabin neighborhood is just about as white as Alameda these days.

As per PPS own numbers:

Alameda 84.2% white

Sabin 36.8% white

Ainsworth 76.6% white

Forest Park 62.9 % white

Alameda is the whitest of the bunch.

Engineer Dad:  You've provided statistics on the schools.  Sabin School's population is 51% transfer, primarily from the Jefferson cluster.  2010 Census data will show the Sabin NEIGHBORHOOD is predominantly white, and the school is not reflective of the NEIGHBORHOOD.

Buffy, isn't that Engineer Dad's point. Where do all those kids in the neighborhood disappear to?
