The newest beach sensation?

Readers, we need help.  This past weekend at the Oregon Coast, we encountered several individuals waving brightly colored fabrics.  Interpretative Dance?  Spies sending signals to Al Qaeda?  Budget cuts at the air traffic control tower?  Disc golf referee?  More likely, the newest beach activity.  Is there a name for this?   Thoughts?
