Is the Portland Business Alliance keen to compete with Busted! magazine or PDX Mugshots?

It looks like it, judging from the latest edition of the PBA Downtown Retail Council's newsletter, which contains a feature that hasn't appeared in other recent installments: Top downtown shoplifters for June 2012.

Nine mugs make the cut, but there's no explanation of why. Check it out here (pdf).

A quick search of Multnomah County Sheriff's Office booking records shows that most of the nine have been booked only once, if at all, in recent months. But Clive Mbanga, pictured far left, has been booked three times for theft since December.

There's also a disclaimer in the newsletter: "The information contained in this bulletin does not establish or transfer authority to arrest, stop or detain a suspect."
