Skip to main contentIssuing a cease-and-desist order, the state Employee Relations Board has given Mayor Sam Adams 30 days to re-hire Portland Police Officer Ronald Frashour, who fatally shot unarmed 25-year-old Aaron Campbell in the back in 2010.
The board's ruling says that the City of Portland violated the Collective Bargaining Act, and that it owes Frashour back pay with nine percent interest.
Adams has refused to re-hire Frashour, defying an arbitrator's ruling. Adams is scheduled to make a statement at City Hall at 3 pm. WW will update this story as it develops.
The ruling comes less than two weeks after the Department of Justice said it found a pattern of Portland Police brutality against the mentally ill. In response, Adams and Police Chief Mike Reese have pledged to investigate officer misconduct more quickly.
