Owners Bobby and Sandra Sutherland wanted a hometown pub for other Scottish expats like Bobby, thus naming their pub after Portland (the rose) and Scotland (the thistle). With a friendly vibe, above-average pub fare and a stellar roofless patio out back, this Scottish pub ended up raising the bar for most neighborhood watering holes.
